Tom Westover, PE, MBA
Vice President and Chief Financial Officer Tom joined CCILT as a geotechnical engineer in 2007, and is currently Vice President and Chief Financial Officer. He has 18 years of experience in the western US. Tom's expertise includes design and testing of high-capacity ground anchors, soil/structure interactions, anchored shear pile design, landslide evaluation and mitigation, rockfall mitigation and design, 3D modeling and visualization, in-situ stress determination, construction sequencing, and evaluation of constructability. Tom was the winner of the Highway Geologic Symposium’s Young Author Award for his paper “Anchored Shear Piles for Landslide Mitigation.” His expertise is especially strong in the field of soil/structure interactions, where he has developed state-of-the-art design procedures for earth retention structures. He was an invited speaker on the topic of anchored shear piles at the U.S. Highway Geologic Symposium in Laramie, Wyoming in July 2017, and a keynote speaker at the 67th Annual Geotechnical Conference at the University of Minnesota in February 2019. Tom has also been previously approved by the Federal Energy Regulatory Commission (FERC) as an Independent Consultant for Part 12 dam safety inspections, and as a facilitator for PFMA/cPFMAs. He is routinely involved with complex issue evaluation studies and dam safety modification alternatives studies. Tom has recent experience applying risk analysis methodologies for hydropower projects in the Pacific Northwest including FERC RIDM pilot projects at the Wanapum Dam (Grant County Public Utility District) and the Leaburg Canal (Eugene Water & Electric Board). His role on risk analysis teams often includes serving as the Technical Lead where he is responsible for developing data packages and developing detailed justifications as part of the risk assessment. |
